Being a Kage is indeed the leader of a ninja village who is considered the strongest or most competent of his time. But they don't necessarily become the strongest in the village, because there are other ninjas in their village who are stronger than the Kage in office.
Who are the Kage who are less powerful than the other ninjas in their village?
1. The Third Kazekage
The Third Kazekage is described as one of the strongest Kazekage in Suna's history, especially with his iron sand.
However, he still wasn't as strong as the other ninja in his village, namely Sasori.
Even the Third Kazekage died at the hands of Sasori, although Sasori had to admit, one of the most difficult fights was against the Third Kazekage.
2. Taste - Fourth Kazekage
Rasa is the father of Temari, Kankuro, and Gaara, as well as the Fourth Kazekage of the village of Suna.
In his time, Suna was not that good, even the Daimyou of the Country of Wind trusted the services of ninja from other villages besides his own ninja village, Suna.
In the era of Rasa, his golden sand was clearly no stronger than Gaara, who at that time could be controlled by Shukaku at any time. Even though Rasa is said to be able to withstand Shukaku (with the help of other Suna ninjas), but still, during his time Suna lacked shine.
3. Kakashi Hatake - The Sixth Hokage
We have to admit that Kakashi is not the weakest Hokage, but not the strongest either. When he served as Hokage, Kakashi lost his main power, namely the Sharingan.

4. Kurotsuchi - Fourth Tsuchikage
We can confirm that the Fourth Tsuchikage, Kurotsuchi, was not as strong as his grandfather and predecessor, the Third Tsuchikage Onoki. The reason is, Kurotsuchi lost to Lord Ku, who is a clone and we can consider the younger version of Onoki.

5. Shikamaru Nara - The Eighth Hokage
After Naruto was presumed dead killed by "Boruto", Konoha found the Eighth Hokage inside Shikamaru, but we know what level of power Shikamaru was.
Obviously Shikamaru is the current Hokage of the village, where many other ninjas in Konoha are stronger, for example Sasuke, Kawaki, Tsunade, or maybe even Kakashi.
